PROCUREMENT OF CONSULTANCY SERVICES FOR DEVELOPING GOVERNANCE, RISK AND COMPLIANCE ASSESSMENT TOOLS

  • BACKGROUND

The State Interests and Governance Authority was established to oversee and administer the State Interests in State-Owned Enterprises, Joint Venture Companies, and other State Entities. One of the Authority’s role is to ensure that Specified Entities operates efficiently and profitably thereby contributing towards the socio-economic development of Ghana.

 

As such, the Ghana SOEs Oversight, Reforms, and Governance technical assistance program (GHASORG) funded by Agence Française de Développement (AFD) was established to support SIGA with the requisite monitoring systems and to enhance governance and performance of the Specified Entities.

 

As part of efforts to enhance and promote good corporate governance in Specified Entities, SIGA with the support of the GHASORG project, will assess the various Specified Entities governance performance, to improve their efficiency, output, and profitability, where applicable. It is expedient that Governance, Risk and Compliance related issues in the Specified Entities (SEs) are periodically assessed to determine their status and inform decision-making and interventions.

 

In view of the above, SIGA with funding from the “Agence Francaise de Developpment” and in collaboration with Expertise France (EF) intends to engage the services of an experience and capable Firm for the Development of Governance, Risk and Compliance Assessment Tools.

2.0             PROJECT OBJECTIVE

The purpose of engaging the consulting firm is to assist SIGA with the technical expertise in developing assessment tools to be used in the assessment and review of the corporate governance, risk management, and compliance of selected SEs, while taking into consideration their mandates, organizational structures, and strategic plans.

 

 

 

 

 

3.0             SCOPE OF SERVICE

The assignment consists mainly to:

  • Develop Assessment tools and templates to support effective assessment of the governance, risk management and compliance of the SEs;
  • Validate the assessment tools developed with key stakeholders, physically/virtually to enhance them.

 

4.0             SELECTION CRITERIA

The State Interests and Governance Authority now invites eligible firms to express their interest by providing evidence of the following eligible documents for shortlisting.

 

  1. Business Registration Certificates
  2. VAT Registration Certificate
  3. Valid Tax Clearance Certificate
  4. Valid SSNIT Clearance Certificate
  5. Evidence of Public Procurement Authority (PPA) Registration
  6. Certified Audited Accounts for the past three (3) years (i.e., 2020, 2021 & 2022)
  7. Firms Profile indicating relevant experience with references
  8. Firms will be made to sign statement of integrity, eligibility, environmental and social responsibility (Kindly visit SIGA website siga.gov.gh to download)

This Request for Expression of Interest (EOI) will be conducted through the procedures specified in the Public Procurement Act, 2003 (Act 663 as amended). The method of evaluating the RFP will be the Quality and Cost Based Selection (QCBS) and in the Guidelines of the Public Procurement Authority (PPA) of the Republic of Ghana.

5.0     DURATION OF SERVICE

The duration for the completion of assignment shall be no longer than three (3) months. The assignment is expected to commence one (1) week after the contract award.

 

6.0    SUBMISSION

Interested firms may obtain further information at the address below during office hours from 09:00 to 17:00 hours GMT, Monday to Friday.

Expression of interest shall be in English and must be delivered in a written form in five (5) hard copies (one original and four copies) with an electronic copy on pen drive in a sealed envelope and clearly marked ‘EXPRESSION OF INTEREST FOR DEVELOPING GOVERNANCE, RISK AND COMPLIANCE ASSESSMENT TOOLS and submit to the Procurement Office of SIGA, First Floor Room 111 in person, or by courier by 16:00 hours GMT on or before Thursday 28th March, 2024.
