TOR Leadership Engages SIGA on Revamping and Repositioning Efforts

The Deputy Managing Director of the Tema Oil Refinery (TOR), Mr. Edmond Kombat, recently led a delegation of senior officials to pay a courtesy call on the Director-General of the State Interests and Governance Authority (SIGA), Prof. Michael Kpessa Whyte.

The engagement focused on strategic idea-sharing around TOR’s plans to revamp and reposition the refinery for improved operational efficiency. As Ghana’s premier oil refinery, TOR plays a vital role in the energy sector, and the visit formed part of broader efforts to restore the entity to full productivity and sustainability.

The Director-General of SIGA, Prof. Kpessa Whyte welcomed the delegation and reiterated SIGA’s commitment to supporting State-Owned Enterprises (SOEs) in their transformation journeys. He commended TOR for its proactive engagement and expressed confidence in the refinery’s potential to contribute meaningfully to national development once fully revitalized.

During the discussions, the TOR team outlined ongoing initiatives to modernize operations and enhance technical capacity, while also sharing the challenges the company faces—including the backlog of unaudited financial statements. Strategies aimed at addressing these financial reporting delays were discussed, with an emphasis on strengthening governance, accountability, and transparency.

The meeting aligns with SIGA’s core mandate of guiding Specified Entities toward improved performance, and financial sustainability. SIGA will continue to work closely with TOR and other SOEs to drive reforms that promote efficiency, good governance, and long-term value creation for the state.
