Regulations are legally binding rules issued by a government agency or authority under powers granted by legislation (often referred to as an enabling act). They are a form of delegated (or subordinate) legislation and are used to provide details or procedures for implementing a law. The purpose of regulations is to operationalize and enforce the provisions of an Act of Parliament. Regulations help to fill in the technical and procedural aspects that the main law may not fully cover.
