History of SIGA

1965

State Enterprise Secretariat

The beginning of what is now SIGA is traceable to the State Enterprise Secretariat (SES), which was incorporated under Legislative Instrument (L.I. 47).

1976

First State Enterprises Commission

Established by the Supreme Military Council Decree 10 (SMCD 10) to supervise the operations of statutory corporations.

1981

State Enterprises Commission Act

The Government of the 3rd Republic through the enactment of Act 433 replaced the Commission with a new one.

1987

PNDC Law 170

The Commission was charged to promote efficient and profitable operation of the SOEs, utilizing the tools of corporate planning, performance contracting, monitoring and evaluation.

2006

Subvented Agencies Act

Subvented organizations to be transformed into commercial entities were added to the SOEs under the Commission’s purview.

2017

Single Entity Initiative

Government committed to establish a Single Entity to oversee the various SOEs, based on Corporate Governance Assessments.

2019 - present

Birth of SIGA

Parliament passed the Bill into Law (Act 990) in April and the President assented to it in June, giving birth to SIGA.

SIGA Today

SIGA seeks to facilitate performance management in SOEs and other prescribed bodies, within the framework of Government policy, to ensure that they operate efficiently, effectively and profitably thereby contributing towards the socio-economic development of Ghana.
