The State Interests and Governance Authority (SIGA) convened a High-Level Breakfast Meeting on Thursday, 5th June 2025, at the Ghana Academy of Arts and Sciences to address the critical issue of compliance with Performance Contracts under the SIGA framework.
The meeting attracted Chief Executives and top officials of Specified Entities and was graced by the Presidential Advisor on the Economy, Hon. Seth Terkper.
Opening the meeting, the Acting General Manager, Operations at SIGA, Mad. Millicent Atuguba underscored the need for sustained commitment by the leadership of Specified Entities in adhering to governance frameworks.
In his remarks, the Acting Director-General of SIGA, Prof. Michael Kpessa-Whyte, emphasized that compliance with Performance Contracts is not optional but a legal obligation under the SIGA Act, 2019 (Act 990). He noted, “We cannot drive national development if the very institutions mandated to deliver on key state objectives fail to comply with the legal framework. The Presidency is keen on ensuring that we work together to entrench accountability, and SIGA is here to help you succeed in that process.”
Delivering the keynote presentation, Hon. Seth Terkper reminded participants of the national importance of performance-based governance. He stated, “Compliance is about securing the future of Ghana’s public sector, ensuring that resources are well utilized, and that State-Owned Enterprises remain profitable, efficient, and accountable.” He further emphasized the importance of aligning the institutional plans of SEs with the National Development Planning Commission’s (NDPC) medium-term framework. He noted that such alignment is essential for effective performance evaluation and informed budget allocation.
Mr. Joseph Sarpong, Manager for Performance Monitoring and Evaluation, provided context on the legal foundations of the Performance Contracts and how they fit into SIGA’s monitoring regime. Mr. Eric Opoku, Head of Governance, Risk, and Compliance, spoke candidly on the serious implications of non-compliance, reminding entities of their fiduciary responsibilities to the state and citizens.
The meeting also served as the official introduction of the SIGA Entity Portal, an innovative, paperless platform designed to simplify compliance processes. This was led by Mr. George Ofori, Head of Information Technology, who demonstrated the system’s ability to simplify compliance processes, eliminate paper trails, and enhance efficiency.
The interactive Q&A session reflected the genuine interest of participants, as they engaged in fruitful discussions and sought clarifications on processes. SIGA reiterated its commitment to continuous engagement, emphasizing that the Authority’s doors remain open to provide further guidance and technical support.
