The State Interests and Governance Authority (SIGA) held a meeting on Wednesday, 25th June 2025, with the Centre for Democratic Development, Ghana (CDD-Ghana), to explore a strategic partnership focused on strengthening governance, transparency, and accountability within State-Owned Enterprises (SOEs).
The engagement, which took place at SIGA’s head office in Accra, was chaired by Madam Millicent Atuguba, the Ag. General Manager of Operations, on behalf of the Ag. Director-General, Professor Michael Kpessa-Whyte. In her remarks, Madam Atuguba conveyed the Authority’s appreciation for the initiative and emphasised SIGA’s mandate to oversee 175 Specified Entities, including SOEs, Joint Venture Companies (JVCs), and Other State Entities (OSEs).
She underscored the importance of collaboration with institutions like CDD-Ghana to support SIGA’s oversight functions and promote effective service delivery in the public sector.
CDD-Ghana, represented by senior officials, reiterated its commitment to improving governance in state institutions. The organisation proposed the development of a public scorecard system that blends administrative data with client and citizen feedback to evaluate SOE performance. This tool, they explained, would enhance transparency and accountability by motivating executives to uphold higher standards, especially in contexts where political accountability mechanisms are limited.
Another key area of discussion was capacity building for SOE leadership. CDD-Ghana recommended targeted, in-service training programs for board members and political appointees—particularly those new to public sector management—using practical and adaptable methods.
The meeting concluded with both parties expressing strong interest in formalising their collaboration. SIGA and CDD-Ghana agreed to explore joint initiatives and communication strategies that align with their shared goals of institutional strengthening, improved public accountability, and national development.
This strategic engagement marks a significant step toward building a more transparent and effective state enterprise ecosystem in Ghana.
