The State Interests and Governance Authority (SIGA) hosted a two-day virtual stakeholder consultation from August 13th to 14th, 2025, to discuss proposed amendments to the SIGA Act and Regulation. The engagement brought together SIGA’s management, heads of Specified Entities, and officials from the Office of the President, the Attorney-General’s Department, the Controller & Accountant-General’s Department, the Internal Audit Agency, as well as other key stakeholders.
Opening the engagement, Prof. Michael Kpessa-Whyte, the Ag. Director-General of SIGA, warmly welcomed participants and expressed appreciation for their commitment to the process. He emphasised that the consultation was a crucial step in ensuring inclusivity and ownership of the proposed amendments.
“Our task is to build a legislative framework that not only empowers SIGA to carry out its mandate effectively but also supports the Specified Entities we oversee in delivering value to the people of Ghana. This can only be achieved through a transparent, collaborative process,” Prof. Kpessa-Whyte stated.
He further highlighted the extensive collaboration between SIGA’s legal department and the Office of the Attorney-General in drafting the proposals, noting that the diverse operational realities of all Specified Entities must be reflected in the final law.
Mr. Osei Poku, Legal Officer at the Office of the President, commended SIGA for spearheading the review process and reaffirmed the Presidency’s support. He stressed that the amendments, once passed, would help address operational bottlenecks and strengthen SIGA’s mandate to enforce accountability and compliance across the public sector.
Mrs. Brigitte Ainuson, Head of Legal at SIGA, delivered a detailed presentation on the key provisions proposed for amendment. These included clarifications on SIGA’s oversight role, mechanisms for enhanced compliance and reporting, governance structure adjustments to align with international best practices, and measures to improve operational efficiency. She also outlined proposed changes to the Regulations and confirmed that copies of the proposals would be made available for stakeholder review, with submissions welcomed through designated feedback channels.
The open forum sessions generated active and constructive contributions from participants on strengthening compliance requirements, deepening collaboration between SIGA and governing boards, introducing stronger enforcement measures to address non-compliance, and preventing duplication of functions with other regulatory agencies.
Responding to the feedback, SIGA’s technical team assured participants that the review process is firmly aligned with national laws and international governance standards, and that inputs from the consultation would directly inform the final drafts.
Closing the two-day engagement, Madam Alexandra Totoe, Ag. General Manager for Finance and Administration at SIGA expressed gratitude to participants for their active engagement and constructive recommendations. She reaffirmed the Authority’s commitment to a collaborative amendment process and encouraged stakeholders to continue sharing their views through the channels provided.
