The State Interests and Governance Authority (SIGA) has hosted a delegation from the Agence Française de Développement (AFD) as part of a strategic dialogue and exploratory mission focused on Public Financial Governance and Climate Governance in Ghana. The engagement, held at SIGA’s office premises on June 24th, 2026, brought together senior officials from both institutions for wide-ranging discussions on governance reforms, institutional performance, climate governance, and potential areas for future collaboration to support sustainable national development.
Welcoming the delegation, SIGA’s Acting General Manager (Finance and Administration), Mr. Samuel Obeng Ankomah, described the engagement as timely and strategically important. He took the opportunity to recognise AFD’s consistent support and collaboration since SIGA’s inception, noting that the relationship between the two institutions has been instrumental in shaping SIGA’s governance agenda.
“We are particularly interested in how climate governance can be better integrated into the public financial management systems of state-owned enterprises and other entities under our oversight,” he said.
The AFD delegation, led by Mr. Matthieu Genin, Governance Task Team Leader, and Mr. Saint-Jerome Koffi, Governance Regional Officer, expressed enthusiasm for the engagement and reaffirmed the agency’s unwavering commitment to supporting Ghana’s governance and climate agenda. The delegation noted that Ghana presents a compelling case for deepened collaboration, given the country’s ongoing governance reforms and its vulnerability to climate-related risks.
“AFD is committed to working with institutions like SIGA that are at the heart of public sector governance. We see real potential for structured collaboration that advances both financial accountability and climate resilience,” Mr. Matthieu Genin noted.
The opening statements were followed by a presentation from Madam Gladys Nyarkpo, Assistant Manager of SIGA’s Governance, Risk and Compliance Division, who provided the delegation with a comprehensive overview of the current state of SIGA’s governance framework. The presentation offered valuable context on the Authority’s ongoing reform efforts, performance monitoring systems, and the structures in place to drive accountability across Specified Entities.
Discussions during the meeting centred on several thematic areas, including strengthening public financial governance frameworks, aligning institutional mandates with climate objectives, building capacity within Specified Entities, and identifying concrete areas for technical and financial collaboration.
Both parties agreed on the importance of translating the dialogue into actionable frameworks that support Ghana’s national development priorities, including its climate commitments under international agreements.
The meeting concluded on an optimistic note, with both SIGA and AFD reaffirming their shared commitment to sustaining and deepening their longstanding partnership. Further consultations are expected as both institutions work towards formalising the next phase of their collaboration.
