SIGA Hosts Gambian Delegation on SOE Governance Study Visit

A seven-member delegation from The Gambia’s State-Owned Enterprise Commission (SOEC), led by Executive Secretary Mr. Bai Madi Ceesay and Director of Finance and Administration Ms. Dolly Mahoney Robinson, has undertaken a study visit to the State Interests and Governance Authority (SIGA) from 19 to 27 September 2026.

The visit provided the Gambian delegation with an opportunity to learn from Ghana’s experience in the governance, oversight and performance management of State-Owned Enterprises (SOEs), as The Gambia continues its efforts to strengthen its public enterprise sector. The programme commenced on 22 September with a welcome meeting at SIGA, where the delegation was received by SIGA’s Director-General, Prof. Michael Kpessa-Whyte. This was followed by presentations from SIGA’s technical team, which provided an overview of Ghana’s institutional framework for SOE governance and oversight. The discussions covered SIGA’s mandate, institutional structure, oversight responsibilities, and approach to monitoring the performance of specified entities.

As part of the study programme, the delegation visited ECG on 22 September, followed by GRIDCO and GPHA on 23 September, and GCAA on 24 September. The engagements provided practical insights into the governance and performance management of Ghana’s public enterprises, while facilitating knowledge sharing on approaches to strengthening accountability, efficiency and performance. The programme concluded with a debriefing session on 25 September, where the delegation and SIGA officials reflected on key lessons and discussed areas for potential collaboration.

The engagement forms part of SIGA’s efforts to promote regional knowledge exchange and strengthen cooperation among institutions responsible for State-Owned Enterprise governance in Africa. It also builds on the Authority’s growing engagement with peer institutions across the West African sub-region to share experiences and support improvements in public enterprise governance and performance.
