Soft Laws

Soft laws are non-binding instruments such as guidelines, codes of conduct, policy statements, or declarations issued by public bodies, industry associations, or international organizations. They are used to influence behavior, guide best practices, or fill gaps where formal laws do not exist. They do not have legal force, but can carry persuasive authority and may be referenced in legal or policy decisions.
