Ms. Nancy Dakwa Ampofo is the Chairperson of the Board of the State Interest and Governance Authority (SIGA). She is a distinguished and highly seasoned legal practitioner with an impressive career spanning over four decades at the Ghana Bar. As a Notary Public, Solicitor, and Barrister, she has cultivated an exceptional reputation for her profound expertise and leadership within Ghana's legal and corporate sectors. Called to the Ghana Bar in November 1981, Ms Ampofo has dedicated her career to the pursuit of legal excellence, demonstrating a deep commitment to both her clients and the broader community. Founding N. D. Ampofo Associates, she serves as the Head of Chambers and Managing Proprietor of this leading law firm, which she established in 2000. Under her stewardship, the firm has become a centre of excellence specializing in a diverse range of legal fields, including corporate and commercial law, property and real estate, construction law, employment and industrial relations, and ICT law.
Her extensive experience is further highlighted by her robust practice in commercial litigation and appellate work, where she has consistently achieved favourable outcomes for her clients. Ms Ampofo's legal journey began with her national service at Addae Twum & Company from 1981 to 1982, followed by a role as an Assistant Legal Officer at Redco Limited. She then honed her skills as an Associate Lawyer at R. Kocuvie Tay & Co. (1983–1988) and later at Addae Twum & Company (1988–2000), before founding her own practice. Her academic foundation is as solid as her professional experience. She holds a Master of Laws (LLM) in Oil and Gas Law from the University of Ghana, Legon (2012–2014), a Professional Law Certificate from the Ghana School of Law (1980–1981), and a Bachelor of Arts in Law & Political Science, also from the University of Ghana (1976–1979). Her commitment to continuous learning is evident through her participation in numerous short courses and certifications on topics such as corporate governance, risk management, and board leadership from prestigious institutions like Euromoney Training and the InterAfrica Consulting Group.
Beyond her practice, Ms Ampofo has a proven track record as a trusted advisor and leader in corporate governance, having served on several high-profile boards. Her board appointments include tenures as: Chairperson of the Ghana National Service Scheme (2015–2016); Member of the Agricultural Development Bank board (2009–2016); Member of the SIC Insurance Company Ltd board (2013–2014); Member of the Legal Service Board (2009–2013); and A forthcoming role as a Member of the Armed Forces Council in 2025. As a dedicated member of the Ghana Bar Association since 1981, she has played an active role in its leadership, serving as National Treasurer for six years (2009–2015) and contributing her expertise to the GBA Disciplinary Committee and the GBA Legal Team. Her engagement extends to her community, where she has held leadership in various ways. With a career defined by integrity, leadership, and an unwavering commitment to the legal profession, Ms Nancy Dakwa Ampofo stands as a pillar of the Ghanaian legal community, and comes to the SIGA Board with immense experience, knowledge, and expertise.

Prof. Michael Kpessa-Whyte is a transformational public sector leader, governance reform advocate, and distinguished academic whose career reflects an unwavering commitment to national development and institutional excellence. He currently serves as Director-General of the State Interests and Governance Authority (SIGA), where he leads the strategic transformation of State-Owned Enterprises (SOEs), Joint Venture Companies (JVCs), and other Specified Entities into engines of national productivity, job creation, and sustainable economic growth. Before assuming leadership at SIGA, he served as Executive Director of the Ghana National Service Scheme (NSS), where he led one of the most significant reforms in the institution’s history. His tenure was marked by modernization of operations, strategic policy innovations, and the repositioning of the Scheme as a driving force for youth development. He championed initiatives that deepened accountability, enhanced service personnel welfare, and expanded partnerships with both public and private sector organizations—laying a foundation for skills development and national capacity building.
Prof. Kpessa-Whyte’s leadership journey also includes service at the heart of government as a Presidential Staffer in the Policy Coordination, Monitoring and Evaluation Unit at the Office of the President. In this role, he contributed to the design and harmonization of government policies, ensuring that national priorities were aligned with measurable development outcomes. His ability to combine analytical depth with policy relevance made him instrumental in advancing governance performance across ministries and agencies. He has also distinguished himself through service on several statutory boards and governance bodies, where he has consistently championed accountability, institutional strengthening, and strategic national interest. Alongside his public service career, he is a respected academic and policy scholar. As a faculty member at the University of Ghana, he has taught and mentored a generation of students in public policy and governance. His research spans comparative social policy, institutional theory, and public sector reform, and his work has been widely published in reputable international journals.
Prof. Kpessa-Whyte is also a respected public voice on governance and development, having participated in and spoken at high-level national and international forums on public policy, public sector transformation, and institutional reform. Over the years, he has been invited to deliver keynote addresses, policy lectures, and expert presentations at conferences hosted by governments, universities, multilateral organizations, and development agencies in various countries. Through these platforms, he continues to shape critical conversations on state effectiveness, corporate governance, and Africa’s development trajectory, amplifying Ghana’s leadership in reform-driven governance on the global stage.

Member
Osei Poku is a governance-oriented legal practitioner with over five years of progressive experience in law, public policy, and institutional reform. His expertise spans legislative drafting, natural resource governance, public sector policy design, and regulatory compliance. He has contributed to high-level reforms and advisory work for both national institutions and international development partners, including the World Bank, EU Delegation, US Forest Services, and the Environmental Justice Foundation. Osei is currently serving as a Lawyer at the Office of the Legal Counsel to the President, Jubilee House, where he provides legal advisory support on governance, regulatory, and constitutional matters of national importance.
In his previous role, Osei managed and executed projects that strengthened the regulatory and institutional frameworks of key Ghanaian agencies such as the Commission on Human Rights and Administrative Justice (CHRAJ), Forestry Commission, and the Ministry of Lands and Natural Resources. His work has included the review of landmark legislation, drafting of regulatory instruments, and training of public officials on compliance with new legal regimes.
With a multidisciplinary background in law, conflict resolution, and public administration, Osei is adept at inter-agency coordination, policy implementation, and legal advisory across diverse sectors, including natural resources, corporate governance, and constitutional law. He has further provided corporate legal advisory on joint ventures, mergers and acquisitions, structured finance, and natural resources transactions.
Professionally qualified as a Barrister and Solicitor of the Supreme Courts of Ghana and The Gambia, Osei also holds certifications in mediation, human rights, and international peace-building. His blend of legal, policy, and administrative expertise makes him an asset for advancing governance reforms and driving institutional efficiency.

Mr. Anthony Selom Dzadzra is a distinguished lawyer, economist, public policy expert, and author. A graduate of Princeton University, he holds a Master in Public Policy from Princeton and a Bachelor of Law (LLB) from the University of Ghana, Legon. His academic portfolio also includes a Master of Arts in Economic Policy Management and a Bachelor of Arts in Economics with Philosophy, both from the University of Ghana. In addition, he holds a Postgraduate Diploma in Public Policy, Governance, and Democratization from the Institute of Social Studies in the Netherlands, and a Master of Arts in Theology from the Akrofi-Christaller Institute of Theology, Mission and Culture, Akropong-Akwapem.
Mr. Dzadzra began his public service career in 1995 as an Assistant Budget Analyst at the Ahafo Ano North District Assembly. Between 2001 and 2010, he progressed through various roles at the Ministry of Finance, including Budget Analyst, Senior Budget Analyst, and Principal Budget Analyst.
He also served as Parliamentary Assistant to the Minister of Finance and Economic Planning, and as Governance Pillar Lead with a focus on Monitoring and Evaluation. From 2011 to 2012, he was Chief Budget Analyst at the Tax Policy Unit. He later became the Head of Tax Policy Unit and Director of the Revenue Policy Division from 2013 to 2019, where he played a pivotal role in overhauling Ghana's tax legislation, leading to the enactment of key laws including the Revenue Administration Act (Act 915), Income Tax Act (Act 896), Customs Act (Act 891), and Excise Duty Act (Act 878).</p.
From 2019 to 2022, Mr. Dzadzra served as Director for Policy Planning, Budgeting, Monitoring, and Evaluation (PPBME) at the Ministry of Energy, where he coordinated the drafting of Ghana’s Energy Transition Plan. He continued his leadership role as the Director of PPBME at the Ministry of Sanitation and Water Resources from 2023 to February 2025, overseeing the rollout of the Sector Information System for the Water, Sanitation, and Hygiene (WASH) sector.
A recipient of the Robert McNamara Fellowship (2005) and the World Bank/ACBF Scholarship (1998–2000), Mr. Dzadzra is also an accomplished author. His works include Giving Grace – Releasing the Power for Wealth, Woman Redefined – Unveiling the Gem of Creation, Woman Redefined Devotional, The Art of Following – Rediscovering True Discipleship in Christianity, and The Principles of Following – A Blueprint for Followers and Leaders.

Kwadwo Mpeani Brantuo is a renowned Chartered Accountant and a retired Senior Partner at Ernst & Young, a Firm of Chartered Accountants and International Auditors and Consultants.
Kwadwo has spent the past 34 years with Ernst & Young (EY), Chartered Accountants, Ghana working with clients and professionals worldwide, providing services that include: financial statements audit, internal audit, fraud investigations, dispute services, due diligence, Tax, valuation, in house capacity building/training and financial advisory services.
He has many years working experience in Accountancy and Tax Practice both home and abroad and have also audited many companies both in the Public and Private sectors.
Kwadwo started his Articleship with Price Waterhouse, a firm of Chartered Accountants and Business Advisors.
He has a very strong academic and professional background. He is a Fellow of the Institute of Chartered Accountants (Ghana) (ICAG) and also a Senior member of the Institute of Internal Auditors, Ghana & Global respectively.
He holds a Master of Business Administration (MBA) degree in Finance from the University of Ghana, Legon.
Kwadwo serves on the ICAG's Public Accountancy Supervisory Committee (PASC). He is also a Lead Facilitator of the ICAG on the IFAC Code of Ethics for Professional Accountants for many years.
He also serves on the Boards of some entities in agro-business, financial services and consumer products sectors.

Peter Osei Asamoah

Peter is very passionate about the practice of law. While Peter has an active and varied practice, his areas of specialisation are in commercial and corporate practice, civil litigation, and commercial arbitration. Peter provides advisory services on transactions, as well as represents clients at trial and appellate courts, in high value commercial matters. He also represents clients in both domestic and international commercial arbitration.
Peter has garnered experience practicing law both in Ghana, and internationally. In 2016, he was seconded to the London office of Mayer Brown International LLP under the International Lawyers for Africa (ILFA) program, having been selected to represent Ghana on the program. He worked with the Project Finance Team, where he was involved in advising Lenders and borrowers on structuring and documentation of lending transactions. He also worked at Keating Chambers, London, a leading Barrister’s Chambers specializing in construction disputes.
In 2024, Peter was selected as part of the inaugural cohort of the ICC Advanced Arbitration Academy for Africa Program, which is the most advanced-level training offered by ICC for arbitrators. Peter is lecturer at the Ghana School of Law, where he teaches Alternative Dispute Resolution.
Prior to joining RLC, Peter worked as the Lead Associate at Sentinel Law, and before that as an Associate at Law Trust Company. He holds a BSc. in Chemical Engineering, from the Kwame Nkrumah University of Science and Technology, and an LLB from the University of Ghana. At his call ceremony in 2011, Peter won the coveted award for the Best Student in Civil Procedure. He is a member of the Chartered Institute of Arbitrators (CIArb).

Richard Kwame Siaw is a finance and investment professional with over 15 years of experience spanning private equity, financial advisory, and strategic growth planning. He is the Managing Partner of Alderon Ltd, a financial advisory firm based in Ghana, where he leads clients through complex financial transactions, investment structuring, and portfolio management.
Prior to this, he served for 12 years as Investment Director at Oasis Capital Ghana, where he successfully raised USD 96 million across three funds from international and local investors, including IFC, Proparco, the European Investment Bank, Dutch Good Growth Fund, Norfund, and Ghanaian pension funds. He deployed this capital into 21 companies across fintech, agribusiness, financial services, healthcare, and manufacturing in Ghana and Côte d’Ivoire.
Richard also serves as an Investment Committee Member at RDF Ghana, a development finance institution established by the Government of Ghana and the Danish Government. In this role, he has contributed to deploying over GHS 50 million to more than 25 firms, supporting rural banks, agribusinesses, renewable energy projects, and expanding financial inclusion to more than 10,000 beneficiaries.

Dr. Emefa Aku Ansah is a Development Consultant and an Adjunct Lecturer with over two decades of international development, non-profit sector leadership and education. Her expertise spans several key areas, including program and project management, stakeholder engagement, public administration, community relations, education policy, sustainable and social development. She has spearheaded strategic operations, overseeing the implementation of organizational strategic plans.
Demonstrates a proven track record in creating and managing strategic partnerships, maintaining relationships with donors, and representing organizations to key stakeholders at all levels. She secured partnerships with global entities such as USAID, UN Women, and Global G.L.O.W. Expertly mobilizes resources and managed multi-year projects, and led advocacy campaigns that have directly benefited over 20,000 girls and communities across Ghana.
She holds a Doctor of Business Administration (DBA) from SBS Swiss Business School and a Master of Philosophy in Business Administration (MPhil) from University of Ghana. She also holds a Master of Applied Business Research (MABR) from the SBS Swiss Business School, and a Bsc. Degree in Operations and Project Management from Ghana Institute of Management and Public Administration. Her research interests are centered on policy-driven questions in public education and human development.
